JURY SELECTION AND APPOINTMENT POLICY

1. Purpose and Scope
1.1. This Policy consolidates and elaborates the provisions of the Global 1000 Award Institutional Governance Manual (hereinafter — the "Manual") governing the composition of the Jury Council, namely Part II (Section 6), Part V (Sections 22–28), and Annexes 45, 46, and 48.
1.2. The Policy establishes the criteria, sources, verification steps, and appointment procedure applicable to all candidates for membership of the Jury Council, as well as the standards of independence and conduct applicable to appointed Jury members.
1.3. This Policy does not amend the Manual. In the event of any inconsistency, the Manual prevails.

2. Role of the Jury Council
2.1. The Jury Council is the independent evaluation authority of the Award (Manual, Section 6). Its decisions are based exclusively on documented materials, established scoring criteria, and the multi-stage evaluation procedures defined in Part IV of the Manual.
2.2. The Jury Council is responsible for the individual assessment of nominees, the application of the scoring matrix, the formation of Short List rankings, participation in final voting, and the execution of conflict-of-interest disclosures.

3. Composition Principles
3.1. The Jury Council is composed of distinguished professionals representing, among other fields, academia, technology, business, creative industries, public service, and science.
3.2. The formation of the Jury Council is guided by the following principles:
  • diversity of professional expertise across the nomination categories of the Award;
  • international representation;
  • independence from sponsors, partners, applicants, and any external stakeholders;
  • periodic rotation of membership in accordance with Section 28 of the Manual.

4. Eligibility Criteria for Jury Membership
4.1. Membership of the Jury Council is by appointment only. Candidates are not admitted through open enrollment, and appointment is reserved for professionals who satisfy each of the criteria set out in this Section.
4.2. A candidate for the Jury Council must demonstrate all of the following:
  • demonstrated professional excellence — a verifiable record of significant achievement within the candidate’s field;
  • recognized expertise and professional authority — standing within the candidate’s industry evidenced by professional roles, publications, industry recognition, or comparable indicators;
  • subject-matter relevance — expertise relevant to the nomination category or categories the candidate would be assigned to evaluate;
  • integrity and ethical standing — the absence of circumstances incompatible with the ethical standards established by the Code of Ethics (Manual, Annex 45);
  • analytical capability and independent judgment — the ability to conduct structured, criteria-based, and impartial evaluation;
  • absence of disqualifying conflicts of interest as defined in Section 24 of the Manual.
4.3. Professional standing under this Section is assessed on the substance of the candidate’s record. No single formal indicator (such as a specific number of years of experience) is applied mechanically; the Organizing Committee evaluates the candidate’s achievements, roles, and recognition in their totality against the criteria of Clause 4.2.

5. Identification of Candidates
5.1. Candidates for the Jury Council are identified and invited by the Organizing Committee.
5.2. Recommendations of candidates by current or former members of the Jury Council, or by professional and industry organizations, may be considered by the Organizing Committee, provided the candidate satisfies the criteria of Section 4.
5.3. An invitation to serve on the Jury Council does not constitute appointment. Appointment occurs only upon completion of the procedure set out in Section 6 of this Policy.

6. Verification and Appointment Procedure
6.1. In accordance with Section 22 of the Manual, each candidate undergoes the following steps prior to appointment:
  1. Professional background review — verification of the candidate’s professional history, roles, and affiliations.
  2. Experience validation — assessment of the candidate’s achievements and expertise against the criteria of Section 4 of this Policy.
  3. Ethical assessment — review of the candidate’s standing against the requirements of the Code of Ethics (Manual, Annex 45).
  4. Conflict-of-interest screening — identification of relationships or interests that may impair impartiality (Manual, Section 24).
  5. Formal approval by the Organizing Committee.
6.2. Appointment takes effect upon the candidate’s acceptance of the Code of Ethics (Annex 45) and execution of the Conflict of Interest Declaration (Annex 46).
6.3. The Secretariat records the completion of each step of the appointment procedure in the institutional records of the Award (Manual, Sections 7 and 9).

7. Independence of Jury Members
7.1. Jury members act independently. No external entity may influence scoring decisions (Manual, Section 23).
7.2. Jury members may not accept instructions, incentives, or benefits relating to evaluation outcomes (Manual, Sections 29–30, Annex 45).

8. Conflict of Interest and Recusal
8.1. A conflict of interest exists where the impartiality of a Jury member may be compromised, including through financial interests, personal relationships, or advisory or contractual relationships with a nominee (Manual, Sections 24 and 46).
8.2. Jury members must disclose any actual or potential conflict of interest immediately. Where a conflict is identified, recusal is mandatory: the member does not evaluate the relevant nominee, affected scores are excluded from calculations, and the recusal is recorded in official documentation (Manual, Section 25).

9. Confidentiality
9.1. Jury members must maintain strict confidentiality with respect to application materials, scoring data, deliberations, Short Lists, and outcomes prior to official publication (Manual, Section 26).
9.2. Confidentiality obligations survive the termination of Jury membership.

10. Term of Office, Rotation, and Termination
10.1. Jury membership may be time-limited. Rotation mechanisms may be implemented to maintain independence and to introduce new professional perspectives (Manual, Sections 28 and 48.3).
10.2. Reappointment requires a renewed compliance review.
10.3. Jury membership may be terminated in accordance with Sections 32–33 of the Manual, including in cases of breach of this Policy, the Code of Ethics, or confidentiality obligations.

11. Records
11.1. The Secretariat maintains, as part of the institutional records of the Award: the register of Jury members and their professional profiles; executed Conflict of Interest Declarations; records of the verification and appointment steps under Section 6; and records of recusals and terminations.
11.2. These records are stored and retained in accordance with Part VII of the Manual and are available for internal audit and compliance review.

12. Adoption and Effect
12.1. This Policy consolidates provisions already in force under the Manual and formalizes the corresponding appointment practice of the Award.
12.2. This Policy is adopted by the Organizing Committee and enters into force on the date of its approval.
